REAC's internal organisation is set out in the group's statutes. These establish a General Assembly and a Governing Board as the bodies responsible for the management and administration of the group.
The General Assembly is made up of all members of the group. At the first meeting, the Chair, Vice-Chair, Treasurer and Secretary of the Group were appointed, and they also hold the same roles within the Governing Board. The duties of the Chair and Vice-Chair within the General Assembly are:
- To draw up the list of attendees and, in view of the quorum present, declare, where appropriate, the General Assembly duly constituted whenever it meets.
- To authorise the attendance of certain people at the meeting.
- To chair the debates
- To approve the minutes
- To close the meeting
The General Assembly is REAC's highest decision-making body. As set out in the Statutes, it has the power to take any decision relating to the Group's project and, in particular, to approve the accounts, the budget, the annual report and the annual action programme. It is also the body that establishes the operating rules and internal regulations.

The General Assembly will be responsible for taking all decisions that exceed the powers of the Governing Board. Amendments to the founding agreement require two thirds of the votes of those present. Changes to the following matters must be approved unanimously by all members of the Group:
- The purpose of the Group.
- The signing of, or commitment to, any business relationship involving the assumption of or commitment to debts or the acquisition of assets by the Group.
- Changing any other obligation of a member, unless otherwise provided in these Statutes.
