Royal Decree 1566/99, as amended by RD 97/2014, states verbatim: “Companies that transport dangerous goods by road, rail or inland waterway, or that are responsible for the loading or unloading operations linked to such transport, shall appoint, in accordance with the provisions of this Royal Decree and depending on the mode of transport and the goods transported, at least one safety adviser responsible for helping to prevent the risks to people, property or the environment inherent in such activities”. The RD would therefore apply to companies that have fuel tanks on their premises for their own use and do not have guaranteed cover for fuel loading and unloading operations.
The safety adviser is also involved in the processes, working procedures and training of workers at roadside assistance companies that transport dangerous-goods vehicles, including those that drain wrong fuel from vehicles.
Occupational risk prevention
All REAC members will receive occupational risk prevention (ORP) advice from specialists in the field who are experts in Roadside Assistance, who can help them specify and determine the actions to be taken in their company in a field as complex and demanding as the Occupational Risk Prevention Act. They will also receive advice and technical support whenever the company needs it, whether in assessing its management system, in the event of accidents or inspections, or in any other circumstance requiring the support of technicians specialised in Occupational Risk Prevention in the Roadside Assistance sector.
Claims
The network will have a specialised team that will give members all the help they need in managing claims, focused on and based on both the technical and the commercial side, helping them identify the causes and how to eliminate them in future, achieving better results and ensuring customer satisfaction with the service provided.
Environment
The complexity of environmental regulations and the responsibilities arising from them require business owners to have appropriate and comprehensive Environmental advice. Waste management and minimisation plans are not enough on their own, so REAC offers its members the possibility of technical support and advice from environmental experts.
Employment
All REAC members will receive advice on employment matters from specialists in the field who are experts in Roadside Assistance, who can help them specify and determine the actions to be taken in their company.
Legal
All REAC members will receive Legal advice from specialists in the field who are experts in Roadside Assistance, who can help them specify and determine the actions to be taken in their company.
Audits
All companies applying to join REAC must undergo an assessment process by passing an internal audit (evaluation), the aim of which is to determine the suitability of the applicant company to join REAC as a full member. It is an objective and systematic examination of the company in order to reach specific conclusions and obtain an independent result. The activities, resources and facilities to be reviewed will be solely those relating to “Roadside assistance and vehicle recovery”, and the audit is valid only internally, as required to determine whether the company is suitable for subsequent admission to REAC; it does not extend to the requirements of other bodies or organisations.
Synergies
Through group synergies it will be possible to improve results, increasing business opportunities through contacts and the exchange of information, reducing costs, increasing productive capacity, etc.
By combining the strength and potential of each member, it will be possible to jointly design a range of products, processes and services, as well as to access technologies that are not commonly used or that are too costly.
Legal advice and assistance on land transport (appealing fines)
All members will have access to a specialised technical office that will provide all the help needed with DGT (Spanish Directorate-General for Traffic) procedures, as well as advice on land transport and traffic, including the preparation of objections/appeals against fines received.
